Key Highlights of the Guidelines
i. Proposal Submission and Approval
- Eligibility: Any citizen of India can submit proposals for commemorative stamps.
- Submission Format: Proposals must adhere to the prescribed format available on the official website of India Post.
- Timeframe: Proposals should be submitted at least one year in advance to ensure thorough evaluation.
- Evaluation Process: The Philatelic Advisory Committee (PAC) or its subcommittees review the proposals and provide recommendations for approval.
2. Annual Limitations
- A maximum of 50 commemorative postage stamp issues (100 stamps) can be released annually.
- Stamps focusing on personalities are capped at 20% of the annual program to ensure thematic diversity.
3. Design and Subject Matter
- Stamp designs are finalized by the Department of Posts and must align with national or international themes of significance.
- The designs must be visually appealing and representational of the subject matter, avoiding religious symbols or prefixes/suffixes with names.
- No stamp can be issued for a living personality. Posthumous stamps require at least 10 years since the individual's death, with exceptions for contributions in art, culture, and music.
Special Provisions for Stamps
On Institutions and Buildings
- Stamps can commemorate institutions or buildings only on significant anniversaries like the 50th, 75th, 100th, or 150th years.
- The institutions must have national or international recognition.

On International Collaborations
- Joint stamp issues with other countries are considered only if proposals come through the Ministry of External Affairs. Such collaborations avoid mandatory purchase conditions.
Mandatory Purchases
- Proponents for institutional or event-based stamps must commit to purchasing a minimum of 1 lakh stamps.
- Global institutions headquartered outside India must purchase stamps and philatelic ancillaries worth ₹25 lakh.
Administrative Oversight
- The annual stamp issuance program is published in December of the preceding year, ensuring sufficient time for preparations.
- Changes to the program can only be made with the approval of the Minister of Communications.
- Official release functions for stamps involve representatives from the Department of Posts or other designated authorities.
